You can start by reading (가) and (다)

(가 )요금을 내려고 보니 가방 어디에서도 지갑을 찾을 수 없었다. When I was going to pay, I couldn’t find the wallet anywhere in the bag.

(다) 회사에 지각할 것 같아서 막 출발하려는 버스를 뛰어서 탔다. I was going to be late for work, so I jumped on the bus which was going to leave.

As we first get on the bus and pay, (다) is more suitable to be the first sentence.

Now the answer would be either 3 or 4, you may read (나) and see if it can be right after (다)

(나) 감사의 인사를 전하는 나에게 아주머니는 환하게 웃어 주셨다.

To me who is saying thank you, the lady smiled brightly.

As ‘아주머니’ has never appeared in this text, (나) shouldn’t come right after the first sentence.

(라) 그냥 내리려는데 뒤에 서 있던 아주머니가 대신 요금을 내 주셨다.
